STANDING ORDER

To

All Drawing and Disbursing Officers,

Subject: The procurement of goods and services by procuring entities under the Rajasthan Transparency in Public Procurement Act, 2012, regarding.

In exercise of the powers conferred by section 9 of the Rajasthan Transparency in Public Procurement Act, 2012 (Rajasthan Act 21 of 2012), the Environment Department, Government of Rajasthan hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the procurement of goods and services by procuring entities.

2. The matter has been examined. Every procuring entity carrying on the procurement of goods and services shall make an application in Form GFR 12-A to the Comptroller and Auditor-General within thirty days, accompanied by a fee of one hundred rupees.

3. The Drawing and Disbursing Officer shall ensure that account is dealt with as directed above, and shall report compliance to the Comptroller and Auditor-General within thirty days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Environment Department, Government of Rajasthan.
