STANDING ORDER

All Executive Engineers,

Subject: The use of water by users of water under the Kerala Irrigation and Water Conservation Act, 2003, regarding.

In exercise of the powers conferred by section 9 of the Kerala Irrigation and Water Conservation Act, 2003 (Kerala Act 31 of 2003), the Consumer Affairs Department, Government of Kerala hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the use of water by users of water.

2. The matter has been examined. Every user of water carrying on the use of water shall make an application in Form C to the Government of Kerala within thirty days, accompanied by a fee of five thousand rupees.

3. The Executive Engineer shall ensure that dispute is dealt with as directed above, and shall report compliance to the Government of Kerala within thirty days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Consumer Affairs Department, Government of Kerala.
