STANDING ORDER

To

All Drawing and Disbursing Officers,

Subject: The procurement of goods and services by procuring entities under the Kerala Fiscal Responsibility Act, 2003, regarding.

In exercise of the powers conferred by section 9 of the Kerala Fiscal Responsibility Act, 2003 (Kerala Act 17 of 2003), the Finance Department, Government of Kerala hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the procurement of goods and services by procuring entities.

2. The matter has been examined. Every procuring entity carrying on the procurement of goods and services shall make an application in Form GFR 19 to the Controller General of Accounts within sixty days, accompanied by a fee of one hundred rupees.

3. The Drawing and Disbursing Officer shall ensure that contract is dealt with as directed above, and shall report compliance to the Controller General of Accounts within sixty days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Finance Department, Government of Kerala.
