STANDING ORDER

To

All Secretaries of the Gram Panchayat,

Subject: The construction of a building in a village by owners of a building in a village under the West Bengal Panchayat Act, 1973, regarding.

In exercise of the powers conferred by section 9 of the West Bengal Panchayat Act, 1973 (West Bengal Act 41 of 1973), the Finance Department, Government of West Bengal hereby issues the following Standing Order for the guidance of all officers subordinate to it:

1. References have been received seeking clarification on the manner in which section 9 applies to the construction of a building in a village by owners of a building in a village.

2. The matter has been examined. Every owner of a building in a village carrying on the construction of a building in a village shall make an application in Form 3 to the Block Development Officer within fifteen days, accompanied by a fee of two hundred rupees.

3. The Secretary of the Gram Panchayat shall ensure that building is dealt with as directed above, and shall report compliance to the Block Development Officer within fifteen days.

4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Finance Department, Government of West Bengal.
