STANDING ORDER
To
All Social Security Officers,
Subject: The engagement of employees through an immediate employer by principal employers under the Kerala Headload Workers Act, 1978, regarding.
In exercise of the powers conferred by section 9 of the Kerala Headload Workers Act, 1978 (Kerala Act 20 of 1978), the Labour Department, Government of Kerala hereby issues the following Standing Order for the guidance of all officers subordinate to it:
1. References have been received seeking clarification on the manner in which section 9 applies to the engagement of employees through an immediate employer by principal employers.
2. The matter has been examined. Every principal employer carrying on the engagement of employees through an immediate employer shall make an application in Form 12 to the appropriate Government within thirty days, accompanied by a fee of one hundred rupees.
3. The Social Security Officer shall ensure that register is dealt with as directed above, and shall report compliance to the appropriate Government within thirty days.
4. Difficulties, if any, in the implementation of this standing order may be brought to the notice of the Labour Department, Government of Kerala.
