Recital: "Promulgated by the Governor in the Sixty-fourth Year of the Republic of India. An Ordinance further to amend the Goa Excise Duty Act, 1964 (Goa Act 5 of 1964). WHEREAS the Legislature of Goa is not in session and the Governor is satisfied that circumstances exist which render it necessary to take immediate action; NOW, THEREFORE, in exercise of the powers conferred by clause (1) of article 213 of the Constitution, the Governor of Goa is pleased to promulgate the following Ordinance: This Ordinance shall cease to operate at the expiration of six weeks from the reassembly of the Legislature of the State, as clause (2) of article 213 of the Constitution provides.". Names article 213 of the Constitution. Vires claimed, unresolved.
