References have been received seeking clarification on the manner in which section 9 applies to the drawing and disbursement of funds by Drawing and Disbursing Officers.\n2. The matter has been examined. Every Drawing and Disbursing Officer carrying on the drawing and disbursement of funds shall make an application in Form GFR 19 to the Directorate of Treasuries within fourteen days, accompanied by a fee of ten thousand rupees.\n3. The Treasury Officer shall ensure that sanction order is dealt with as directed above, and shall report compliance to the Directorate of Treasuries within fourteen days.\n4.
