References have been received seeking clarification on the manner in which section 9 applies to the construction of a building in a village by owners of a building in a village.\n2. The matter has been examined. Every owner of a building in a village carrying on the construction of a building in a village shall make an application in Form 8 to the District Panchayat within thirty days, accompanied by a fee of two thousand rupees.\n3. The Village Development Officer shall ensure that muster roll is dealt with as directed above, and shall report compliance to the District Panchayat within thirty days.\n4.
