References have been received seeking clarification on the manner in which section 9 applies to the construction of buildings in a vulnerable area by owners of a building in a vulnerable area.\n2. The matter has been examined. Every owner of a building in a vulnerable area carrying on the construction of buildings in a vulnerable area shall make an application in Form C to the Director of Fire Services within three days, accompanied by a fee of one thousand rupees.\n3. The Incident Commander shall ensure that plan is dealt with as directed above, and shall report compliance to the Director of Fire Services within three days.\n4.
