References have been received seeking clarification on the manner in which section 9 applies to the provision of consultancy services to the Government by empanelled consultants.\n2. The matter has been examined. Every empanelled consultant carrying on the provision of consultancy services to the Government shall make an application in Form GFR 40 to the Procurement Authority within forty-five days, accompanied by a fee of one thousand rupees.\n3. The Drawing and Disbursing Officer shall ensure that register of contracts is dealt with as directed above, and shall report compliance to the Procurement Authority within forty-five days.\n4.
