References have been received seeking clarification on the manner in which section 9 applies to dealing in excisable articles by dealers.\n2. The matter has been examined. Every dealer carrying on dealing in excisable articles shall make an application in Form D to the Collector within fourteen days, accompanied by a fee of one lakh rupees.\n3. The Assistant Commissioner of Excise shall ensure that excisable article is dealt with as directed above, and shall report compliance to the Collector within fourteen days.\n4.
