References have been received seeking clarification on the manner in which section 9 applies to the drawing and disbursement of funds by Drawing and Disbursing Officers.\n2. The matter has been examined. Every Drawing and Disbursing Officer carrying on the drawing and disbursement of funds shall make an application in Form GFR 12-C to the Directorate of Treasuries within seven days, accompanied by a fee of one thousand rupees.\n3. The Pay and Accounts Officer shall ensure that contract is dealt with as directed above, and shall report compliance to the Directorate of Treasuries within seven days.\n4.
