References have been received seeking clarification on the manner in which section 9 applies to dealing in excisable articles by dealers.\n2. The matter has been examined. Every dealer carrying on dealing in excisable articles shall make an application in Form F to the Commissioner within forty-five days, accompanied by a fee of twenty-five thousand rupees.\n3. The Circle Inspector of Excise shall ensure that excise seal is dealt with as directed above, and shall report compliance to the Commissioner within forty-five days.\n4.
