References have been received seeking clarification on the manner in which section 9 applies to the plying of a tractor for hire by owners of a tractor plying for hire.\n2. The matter has been examined. Every owner of a tractor plying for hire carrying on the plying of a tractor for hire shall make an application in Form 2 to the Block Development Officer within twenty-one days, accompanied by a fee of fifty rupees.\n3. The Village Development Officer shall ensure that work order is dealt with as directed above, and shall report compliance to the Block Development Officer within twenty-one days.\n4.
