References have been received seeking clarification on the manner in which section 9 applies to the construction of a building in a village by owners of a building in a village.\n2. The matter has been examined. Every owner of a building in a village carrying on the construction of a building in a village shall make an application in Form 4 to the Director of Panchayats within thirty days, accompanied by a fee of five hundred rupees.\n3. The Extension Officer shall ensure that building is dealt with as directed above, and shall report compliance to the Director of Panchayats within thirty days.\n4.
