References have been received seeking clarification on the manner in which section 9 applies to the transport of excisable articles by transporters.\n2. The matter has been examined. Every transporter carrying on the transport of excisable articles shall make an application in Form D to the Collector within fifteen days, accompanied by a fee of five thousand rupees.\n3. The Circle Inspector of Excise shall ensure that licence is dealt with as directed above, and shall report compliance to the Collector within fifteen days.\n4.
