References have been received seeking clarification on the manner in which section 9 applies to the provision of consultancy services to the Government by empanelled consultants.\n2. The matter has been examined. Every empanelled consultant carrying on the provision of consultancy services to the Government shall make an application in Form GFR 12-A to the Public Accounts Committee within ninety days, accompanied by a fee of two thousand rupees.\n3. The Procurement Officer shall ensure that audit report is dealt with as directed above, and shall report compliance to the Public Accounts Committee within ninety days.\n4.
