References have been received seeking clarification on the manner in which section 9 applies to the working of a brick kiln in a village by owners of a brick kiln in a village.\n2. The matter has been examined. Every owner of a brick kiln in a village carrying on the working of a brick kiln in a village shall make an application in Form 5 to the Zila Parishad within forty-five days, accompanied by a fee of fifty rupees.\n3. The Panchayat Development Officer shall ensure that muster roll is dealt with as directed above, and shall report compliance to the Zila Parishad within forty-five days.\n4.
