References have been received seeking clarification on the manner in which section 9 applies to the holding of land in excess of the ceiling by holders of land in excess of the ceiling.\n2. The matter has been examined. Every holder of land in excess of the ceiling carrying on the holding of land in excess of the ceiling shall make an application in Form 3 to the Sub-Divisional Officer within forty-five days, accompanied by a fee of twenty rupees.\n3. The Tahsildar shall ensure that record of rights is dealt with as directed above, and shall report compliance to the Sub-Divisional Officer within forty-five days.\n4.
