References have been received seeking clarification on the manner in which section 9 applies to the execution of contracts by contractors.\n2. The matter has been examined. Every contractor carrying on the execution of contracts shall make an application in Form GFR 12-C to the Controller General of Accounts within sixty days, accompanied by a fee of two thousand rupees.\n3. The Drawing and Disbursing Officer shall ensure that contract is dealt with as directed above, and shall report compliance to the Controller General of Accounts within sixty days.\n4.
