References have been received seeking clarification on the manner in which section 9 applies to the possession of excisable articles by persons in possession.\n2. The matter has been examined. Every person in possession carrying on the possession of excisable articles shall make an application in Form F to the Excise Appellate Authority within sixty days, accompanied by a fee of twenty-five thousand rupees.\n3. The Deputy Commissioner of Excise shall ensure that label is dealt with as directed above, and shall report compliance to the Excise Appellate Authority within sixty days.\n4.
